Pre-flight Inspection

Dear passengers!

To ensure safety at the airport there is a number of rules of pre-flight inspection before boarding the aircraft. The main aim is timely identification, prevention and suppression of attempts at penetrating on board aircraft persons with weapons, ammunition, explosive substances, easily-flammable, intoxicant, radioactive and other dangerous objects and substances which may be used to undamaged the health of passengers, aircraft crew members, to create a threat to aircraft safety/security or may cause of another emergency/accident, as well as preclusion of unlawful carrying of dangerous objects and substances prohibited from carriage by air transport under conditions of aviation security and other objects and substances prohibited from or limited for free circulation in the territory of the Russian Federation (Order of Ministry of Transport of The Russian Federation of 28 June 2007 No. 104)

 The aviation safety services shall have the right to detain persons who have violated aviation safety requirements to deliver them to law-enforcement bodies, as well as to detain the baggage, cargo and mail containing items and substances banned from carriage by air. In cases where the life and health of aircraft passengers and crew members, or other persons is endangered, they shall act in compliance with the legislation of the Russian Federation. While on duty, the servicemen of the aviation safety services shall be permitted to carry and use official arms in accordance with a procedure established by federal laws (Aviation Code of the Russian Federation of 5 March 1997).


Pre-flight inspection for international flights, as well as post-flight inspection in accordance with Russian Federation Law On Police are carried out after passing border and customs controls, and also in cases stipulated by the international treaties of the Russian Federation and the federal law – after other types of controls (p.2 article 85 of the Air code of the Russian Federation of 19 March 1997 60).



Preflight and postflight inspection at Voronezh International Airport

Passengers, aircraft crew members, aviation personnel of civil aviation must pass preflight and postflight inspection. Preflight and postflights checks of passengers’ luggage, supplies of the aircraft, freight and mail are also performed by aviation security personnel with the participant of the transport police officers.


Inspection is carried out in special rooms (checkpoints) equipped with stationary technical checking devices (x-ray TV introscopes, metal detectors) and video surveillance systems, and also in rooms for personal search. In addition, service dogs of canine units can be used.


Preflight inspection is carried out for all domestic and international flights, performed by aircraft operators, regardless of their organizational-legal form and form or ownership. Preflight inspection for international flights is carried out after passenger check-in, sanitary-quarantine, veterinary, phytosanitary, border, customs, migration and other controls.

Inspection of objects being with a passenger is carried out in the passenger’s presence. Baggage can be checked either in the passenger’s presence or in his/her absence. If a passenger’s departure is delayed due to preflight inspection, the officials of the airport or aviation enterprise administration performing the inspection must take measures to have the passenger departing on the next flight. Transportation of baggage of passengers who failed to board is prohibited.

If a passenger refuses to pass preflight inspection, he/she will not be admitted on board (p.3 article 85 of the Air Code of the Russian Federation of 19 March 1997. No 60).

While passing preflight inspection you should not make inappropriate jokes. Such statements are treated as a threat of unlawful interference with civil aviation, and it entails a deplaning a passenger, cancellation of the air carriage agreement, and prosecution in accordance with the applicable laws of the Russian Federation, including institution of criminal proceedings under Article 207 of the Criminal Code of the Russian Federation (“Fraudulent message of the act of terrorism”).

 Passengers are not allowed to take suitcases, parcels and other items from strangers for transportation aboard aircraft, and also leave baggage unattended or trust strangers (paragraph 47 of the order of Ministry of transport of the Russian Federation No.104 dated  25 July 2007).

In accordance with part III paragraph 16 of Federal Aviation Regulations “Regulations for aviation security at airports” it is not permitted airside of the airport:

  • use cameras, photo & video equipment without permission of the airport administration;
  • smoking and make a fire.

In accordance with the Order of the Ministry of Transport of the Russian Federation No. 104 dated 25 July 2007) it is prohibited to carry the following hazardous substances and items on board the aircraft in checked baggage and passengers belongings:

  • Explosive substances, blasting gear and objects filled with them: any gunpowders in any package and any quantity; ammunition (including small-calibre ones); cartridges for gas weapons; hunting caps or pistons; pyrotechnicals: signal and lighting rockets, flares, signal cartridges, landing flare pots, smoke pots, demolition matches, Bengal lights, railway detonators; trotyl (TNT), dynamite, tolite, ammonal or other explosives; blasting caps, electric detonators, spark igniters, and detonating and fire-conducting cord;
  • compressed and condensed gases: domestic use gases (butane-propane) or other gases; gas cylinders containing nerve or tear gas;
  • flammable liquids: acetone, petrol, samples of inflammable petrochemical products, methanol, methyl acetate, carbon bisulphide, ethers, and ethylcellulose;
  • solid flammable substances: self-igniting substances; substances emitting flammable gases in contact with water; potassium, sodium, metal calcium and its compositions, phosphorous calcium etc.; white, yellow or red phosphorus and other solid flammable substances;
  • oxidants and organic peroxides: colloid nitrocellulose in granules or flakes, dry or moist, containing less than 25% of water or another solvent; colloid moist nitrocellulose in pieces, containing less than 25% of alcohol; dry or moist nitrocellulose, containing less than 30% of dissolvent or 20% of water etc.;
  • toxic substances;
  • radioactive materials;
  • caustic and corrosive substances: strong inorganic acids: hydrochloric acid, nitric acid and others;  fluorohydrogen acid and other strong acids and corrosive substances;
  • poisonous and toxic substances: any poisonous and toxic substances, solid or liquid, in any package; brucine, nicotine, strychnine, tetrahydrofurfuryl alcohol, antifreeze, brake fluid, ethylene glycol, mercury, all cyanides and cyanide derivatives, cyclone, black cyanide, arsenous anhydride etc;
  • arms: guns, revolvers, rifles, carbines and other firearms; gas and pneumatic air guns, electric shock devices, dirks, stilettos, bayonet knives, except in cases envisaged by the Russian Federation legislation and in accordance with approved procedures and practices.

Items marked and labeled as dangerous are not permitted for carriage in hand-baggage and luggage.

The following items are not allowed to carry as luggage:

Refrigerators; washing machines, foot operated sewing machines; motorcycles, scooters, mopeds, bicycles, sport and hunting boats, motors for them; bulky machinery and spare parts (samples of industrial products, equipment, devices for enterprises and organizations), bulky household items (dimensions must not exceed 500×500×1000 mm); televisions, tape recorders, radios weighted over 10 kg.

Aircraft crew members and passengers are allowed to carry on board the aircraft the following items and substances provided the required conditions are complied with:

in checked-in baggage:

  • crossbows, underwater guns, cavalry swords, sabres, hatchets, yataghans, broadswords, swords, rapiers, bayonets, daggers, knives: hunting, flick-knives , knives with latched locks, replicas of any types of arms;
  • household knives (scissors) with blade length above 60 mm; alcoholic beverages between 24% and 70% proof in containers with a volume of no more than 5 l; in a container intended for retail trade – no more than 5 l per passenger;
  • liquids and alcoholic beverages no more than 24% proof;
  • aerosols  for sport or household use, emission valves of spray-cans which are protected by lids from spontaneous emission of their contents with a volume of no more than 0.5 kg or 500 ml — no more than 2 kg or 2 l per passenger

in passengers’ belongings:

  • medical thermometer - one per passenger;
  • mercury tonometer in standard case - one per passenger;
  • mercury barometer or manometer, packed in airtight container and sealed by the sender’s stamp;
  • disposable lighters - one per passenger;
  • dry ice for cooling perishable products — no more than 2 kg per passenger;
    3% hydrogen peroxide - no more than 100 ml per passenger;
  • liquids, gels and aerosols, referred to as non-dangerous:
    -  in containers with volume of no more than 100 ml (or equivalent capacity in other measurement units), packed in a sealed transparent plastic bag with a volume of no more than 1 l - one plastic bag per passenger;
    - liquids in containers of more than 100 ml are prohibited to be carried even if containers are filled only partially;
    - passengers can carry baby food in hand baggage, medical drug and diet food;
    - liquids purchased in Duty Free shops at the airport or on board the aircraft must be packed in sealed plastic  bags that allows  the contents of the bag to be identified at any time during the flight, and with authentic confirmation that the purchase was made in the Duty Free shop at the airport or on board of aircraft on the day (days) of the trip.

The airport administration or airlines have the right to introduce additional measures to improve safety standards on high-risk flight with and forbid the transportation of the following objects in passenger cabin:

  • corkscrews;
  • needles for subcutaneous injections (if no medical justification is provided);
  • knitting needles;
  • scissors with a blade length of less than 60 mm;
  • folding (without fixation) travel knives, penknives with a blade length of less than 60 mm.

In case of detection such items in passenger’s hand-baggage, the airport administration or airlines have the right not to transport the passenger.
