Veterinary control and phytocontrol

Dear passengers!

We inform you about the rules of transportations of animals and plants.

It is necessary to pass phytocontrol and veterinary control prior check-in. Animal quarantine and phytocontrol counters are located in the international departure area.

Transportation costs: Weight of animals and birds, including the weight of containers (cage) and food, is extra and should be paid for.

An animal is weighed with a container so the transportation cost depends on the total weight. Transportation of an animal is paid at the extra weight luggage office at the check-in area.

Dogs accompanying the blind are carried free of charge providing such dogs travel without a cage, have a collar and a muzzle, and are held by the owner.

Transportation rules:

You should inform about travelling with an animal when buying a ticket. You are allowed to travel with no more than two animals. You should turn to a consulate of your destination country for clarification regarding air transportation of specific animal type and breed. You have to have a certificate, issued by appropriate authorities, as well as other documents, that can be asked for by veterinary authorities of your home country or the country of your destination.

Aircrafts have different luggage capacity available for animals, so, specify beforehand all terms of transportation: airline guarantees, luggage limits. You should also take into account behavior of your pet. You may take a container with your pet, with a total weight not exceeding five kilogram, to the cabin.

Animals are accepted for transportation providing that a passenger takes all responsibility. Air carrier is not responsible for damage, loss, late delivery, sickness or death of such animals, as well as in case of refusal in their import or transportation through any country or the territory.

Registration of pets exported abroad.

Dear pet owners! In order to avoid conflict situations connected with a delay on flight due to the necessity of registration of veterinary accompanying documents for animals, we ask you to report in advance to the points of veterinary control.

When exporting an animal abroad (t the third countries) the veterinary certificate of the international sample is made out (form 5a).

For this purpose the owner of an animal needs to present:

  • pet;
  • the veterinary certificate of a form No.1 and/or the international veterinary passport with information on the necessary treatments and vaccinations in accordance with the requirements of the importing country. This requirements can be changed therefore a pet owner should request them in the appropriate embassy or directly in the country of entrance;
  • permission of Rosselkhoznadzor for export dogs, cats in number of more than 2 heads, as well as other animals (parrots, turtles, etc.) – is required mandatory;
  • information about the fulfilled veterinary requirements of the import country must be included in the column “special marks” of the veterinary certificate of a form No.1  issued for export of animals;
  • in the column “along a route” the indication of the main points of route is allowed: point of departure – destination – point of return (in case of return of animals);
  • pets can be exported accompanied by an international veterinary passport on condition of existence of marks of authorized body in it about carrying out clinical examination within five days before exporting an animal and carrying out necessary processings and vaccinations according to requirements of the import country;
  • at the point of crossing through the state border of the Russian Federation employees of territorial administration of the Rosselkhoznadzor exchange veterinary certificates of form No. 1 on international veterinary certificate of a form No. 5A free of charge;
  • an international veterinary passport must contain the number and the date of insert of microchip or stamp and date of stamping. It is allowed to export dogs and cats without permission if they are transported for personal use in amount of no more than 2 heads.

When you export an animal by air transport to CIS countries and other regions of Russian Federation it is necessary to present the following:

  • pet;
  • veterinary certificate of a form No. 1 (or veterinary certificate of the Customs Union form No. 1 upon exporting to the countries of the Customs Union).

Procedure of import/export of pets (cats and dogs) is defined by the following normative documents:

  • the decision of the Customs Union Commission dated 18.06.2010 No. 317;
  • by the order of the Ministry of Agriculture of Russia dated 07.11.2011 No. 404 “Administrative regulation of the Federal service for veterinary and phytosanitary surveillance on provision of public service for the issuance of permits to import into, export from  and transit through  the territory of the Russian Federation of animals, products of animal origin, veterinary medicines, feed and feed additives for animals”;
  • by the order of the Ministry of Agriculture of Russia dated 16.11.2006 No. 422 “On Approval of the Rules for Organization of Work of Issuing Veterinary Accompanying Documents”.

Order of registration of pets when importing from foreign countries:

Import from abroad into the Russian Federation of dogs and cats belonging to citizens is carried out accompanied by the international veterinary certificate issued by state veterinary service of the exporting country according to veterinary requirements upon importing into the customs territory of the Customs Union and (or) transfer between the Parties of fur-bearing animals, rabbits, dogs and cats, approved by the decisions of the Commission  of the Customs Union.

Only dogs, cats and polecats vaccinated against rabies for carnivores, regardless of their age, are allowed to import into the customs territory of the Customs Union.

It is allowed to import without permission of Rosselkhoznadzor dogs and cats, transported for personal use, not more than 2 heads accompanied by international veterinary passport, which in this case is equal to veterinary certificate, under condition of presence of a mark of the competent authority of the exporting country on clinical examination within five days prior departure and carrying out the necessary processing and vaccinations.

Order of registration of pets when transporting within the Custom Union.

Permission of Rosselkhoznadzor is not required when pets are transported within the Customs Union. The veterinary certificate of the Customs Union of a form No. 1 is made out in the in the establishment subordinated to executive authorities of subjects of the Russian Federation in the field of veterinary science, and is presented on ABVP at clinical examination of the animal transported by air.

Veterinary certificates of the Customs union of a form No. 1 are valid for  5 days from the date of issuance and prior to moving of animals.

Order of registration of pets when transporting within the Russian Federation and CIS countries.

For transportation of pets within the Russian Federation and export them to CIS countries by air it is necessary to issue a veterinary certificate form No. 1 in the establishment subordinated to the executive authorities of subjects of the Russian Federation in the field of veterinary science, for present it to ABVP (Voronezh Airport) upon clinical examination of an animal.

Veterinary certificate Form No. 1 is valid for 5 days from the date of issuance and prior transportation of animals.

In case of transportation of plants and plant products we recommend you to contact the Service of Phytosanitary Control, where you will be informed about rules of registration and necessary documents for their transportation.

The following goods and materials are the subject of phytosanitary inspection and quarantine examination:

  • seeds and planting material of agricultural, forest, flower and ornamental crops, plants and their parts (cuttings, scions, bulbs, rhizomes, tubers, roots, potted plants, cut flowers, etc.);
  • fresh vegetables, fruits, berries and mushrooms;
  • food, fodder and technical grain and products of its processing, copra, malt, meal, cake, cotton fiber, flax and other spinning and fiber crops, medicinal plant material, as well as hides and wool;
  • rice (milled and paddy), nuts, peanuts, flour, cereals, coffee beans, cocoa beans, dried fruit and vegetables, tobacco and raw spices, tea, raw sugar and spices;
  • cultures of living fungi, bacteria, viruses, nematodes, mites, insects, which are pathogens and vectors of plant diseases and damaging living plants, plant products;
  • collections of insects, plant pathogens, herbaria and seed collections;
  • plant enclosures in postal items, hand luggage and passengers' baggage;
  • containers, timber, some industrial products, packaging materials and products made from plant materials, monoliths and soil samples;
  • forage, hay, feed and bedding when importing animals from quarantine zones.

Attention!
Import consignments of quarantine plant products to the Russian Federation in the cases stipulated for by the rules and regulations to ensure quarantine of plants is allowed if there is a phytosanitary certificate of the exporting country.

Attention!
Phytosanitary certificates are not required when importing regulated products of a high phytosanitary risk (fruits and vegetables) in the passenger’s and aircraft crew member’s baggage, provided that the said products are not planting and seed material or potatoes and do not exceed 5 kg.

Attention!
Since 16.04.2012, temporary restrictions have been introduced on imports of quarantine regulated products from the Republic of Azerbaijan, Tajikistan and Uzbekistan.

Attention!
Since 7.08.14 the ban on import to the Russian Federation of agricultural production, raw materials and the food which country of origin are the United States of America, the countries of the European Union, Canada, Australia and the Kingdom of Norway is imposed for a period of one year.

The list of the forbidden agricultural production:

  • vegetables, edible root crops and tuber crops (code of FEACN CU: 0701, 0702 00 000, 0703, 0704, 0705, 0706, 0707 00, 0708, 0709, 0710, 0711, 0712, 0713, 0714)
  • fruit and nuts (code of FEACN CU: 0801, 0802, 0803, 0804, 0805, 0806, 0807, 0808, 0809, 0810, 0811, 0813, 1601 00)

Attention!
In accordance with the Russian legislation, in order to prevent penetration into or the spread over the territory of the Russian Federation of quarantine objects, regulated products can be removed, destroyed or returned under the requirements of officials of the state supervisory agency in the manner established by the Government of the Russian Federation.

Export of regulated products from the Russian Federation

Exported quarantine plant products from Russia must meet the phytosanitary standards of international agreements on quarantine plants.

Export shall be accompanied with phytosanitary certificates.
All quarantine plant products are subject to inspection, under which results a phytosanitary certificate is issued.

Phytosanitary control of exported goods is carried out ​​in the places of initial shipment of these goods and secondly at the airport.

Violation of the import and export procedure for regulated products is punishable with an administrative fine.
